How a storefront earns “localized”
A storefront counts as localized when what Apple returns differs from the most common variant (the fallback everyone else gets) and is shared only by storefronts speaking the same language — which is what a genuine App Store Connect localization produces, and what a second English fallback does not. Storefronts that already speak the original listing’s language are counted as covered, not missing — serving US English to the UK is not a localization gap (though separate UK copy still counts when it exists).
